How to access Resource File (.resx) from outside App Web in App or App Part?

I have created an App Part in SharePoint 2013. I have to create it Multi lingual. So I searched on internet and found some articles about

How to Localize app?

but there is one problem in this user can not change something from resource (.resx) file means he cannot directly access it. So I want to use the resource files(which are part of my solution) in App Part or App.
