Create a new property bag using REST service

Hi

I have a 3 rd party application (running in a  non .net environment )

I want to create a property bag for a site using a REST service

I found a link to access all property bag (http://msdn.microsoft.com/en-us/library/jj245279.aspx), but not to create a new one
