Setting up Event Receiver for Project (Server 2010) Site Creation

Hi,

I have Project Server 2010 setup over my SharePoint 2013 Farm server.

I am trying to capture the event where a new PWA sub Site is provisioned within SharePoint 2013. This happens when we create a new "Enterprise Project" on the PWA Project page. 

I have tried using "WebProvisioned" event receiver but the event receiver is not being triggered (or may be there is something that i am not doing right).

I do know project server has its own internal event pipe line but I do not want to use that. I want to use SharePoint event pipeline as the process happens within SharePoint.
