creating menu with drop downs

I have created a menu like this

Home    Communities       Music

however, each item needs child menu options underneath such as

Home                Communities                  Music
                         North East                     Childrens
                          South East                    Adult Contemporary
                         Mid West 

and each menu option will go to a page, and I need the ability to allow admin to remove and add new menu options as needed.

What is the best way to accomplish something like this? Do I have to create a web part to read a list somehow that stores the menu options?
