webpart that sends ICS file does not convert timezone correctly

I have a webpart in my calendar that sends out .ics file as an attachment

For this example, I will be using UTC -8 Pacific Time as the server time.

So whenever a user creates a calendar event and set the time, it will follow the server time.

But the ics file that was being sent out will have the timezone of the user who opened it, for example I am located in Singapore which is UTC +8, so outlook will convert it.

My problem is some users experiences error that the outlook/ics file does not convert it to the correct time zone.

Is there any method to fix this?
