Does CEWP have limits to characters in href attribute ( creating a button using javascript and on click redirecting to a page)

Hi,

I am trying to create a button in CEWP using javascript and also giving a link to some page but url miss some characters after 255 characters and it stop working.

Please find below code for CEWP:

href="javascript:createNewDocumentWithProgID(escapeProperlyCore('http://moss.abcdef.com/MFG/Fab4/PilotLineTasks/Fab4%20Pilot%20Line%20Task%20List/Forms/template.xsn', true), 'http://moss.abcdef.com/MFG/Fab4/PilotLineTasks/Fab4%20Pilot%20Line%20Task%20List/', 'SharePoint.OpenXMLDocuments', true)"

It misses characters which highlighted in bold.

Please help me out.
